Circa 51 promotes itself as family-oriented, and does a pretty good job at it.
Unfortunately, I had a bad experience with security but can't point the finger at the staff.

Relaxed with friendly care

I stayed at Circa 51 two nights in mid-April during the Khmer New Year. As it is the biggest holiday of the year there were many staff away and the management run a lot themselves. I was taken care of as a returning distant relative. With care but still with some distance.
The pool is great and maybe the best value. The room was very spacious and nicely decorated. WiFi was reliable.
Be aware the hotel has no sign on the outside and it might be difficult to find. It is very much a family hotel and there are no sex tourists there.
I am a very frequent traveller to Phnom Penh and this was my first stay at Circa 51. I am likely to return and I can warmly recommend a stay there.

Great location
The hotel is in a great location, handy to a lot of sights in the city. Rooms and pool area are great nice and clean..

I only stayed at the hotel one night. But my stay was relaxing and just what i needed. Staff were very attentive and friendly, my room was on the ground floor and was great. Pool and surroundings are pleasant, i found that area to be a little noisy from the busy street traffic but what do can you expect in the middle of the city. Overall great stay.
Shopping Tip:
240 street, within a five minute walk is a great shopping street for a little higher end everything. Try the shop for an amazing breakfast, or lunch. Also cooking school at frizz restaurant. And an outrageous chocolate shop.

The owner and manager ensured we were looked after

The owner and manager spoke good english which was helpful. We were 3 single women travelling and they ensured we were looked after. They were happy to assist with organising a reliable tuk-tuk driver to get to any sightseeing destinations we had and offered other ideas based on local knowledge. There are many good eating places all within walking distance. We would recommend this hotel to others.

Good little boutique hotel, friendly family run
The hotel had a nice pool, a gated entrance and was close to sightseeing

Overall a good hotel with a relaxed atmosphere, had a very nice pool with a bar close by and the room was a good size. As a solo traveller it was great but would also be fine for couples and even families.

A big mansion converted in a boutique hotel where the owner is often around a warmly greets you. Breakfast was really nice and simple..pool was refreshing.
It is about a 15 minute walk or 5 minute and $2 Tuk Tuk ride to riverfront tourist area but 51 road it is on has bars and restaurants too.

The worst guesthouse
staff who were all sweet and nice, except the owner who was very rude,

this is the worst hotel I've ever stayed in would not call it a hotel but rather a guesthouse, had ordered a suite, it was a large room, but it smelled very ugly prospect of a dark courtyard, no water pressure in the morning, and that smelled of mold in the bathroom,, saftybox was a wooden box, and there were holes in the door to the room, when I pointed out that I was not happy with the room, the hotel owner said that it was because I was a sex tourist. and that it was because that was not allowed to have guests in your room.
The owner who was from parkistan was very rude, and I would advise everyone to choose another hotel. / Guesthouse.
Hotel Feature Tip:
Stay away from this hotel / guesthouse.
