the hotel would need some refrubrishment, even with keeping the same style.

The Raffles is definitely the best choice for Phnom Penh. I don't think there is another option in this luxury category.
- Sightseeing/Attractions Tip : You can walk the whole city from the hotel, unless you are on a tight time schedule, then I recommend to grab a tuk tuk. They are all lined up in front of the hotel.
