I am not sure if the staff speaks English, as I used Japanese. I would think at least someone on the staff does. There is one English channel (CNN?) on the TV, and an English newspaper is provided (it may have to be requested though).
Sightseeing/Attractions Tip : This hotel is in a good location: on the border of Tenjin and Nakatsu; across from a Catholic church. There is a bus stop near the hotel, and the subway is just a couple of minutes walk, so any sightseeing places in Fukuoka are easy to reach.
