Inadequate staff with false advertisement

Paid for a room with a balcony, but when I arrived I was placed in a room with a window approximately the size of 10X24 which faced a brick wall. Additionally, when I arrived to the room it had not been cleaned after the previous traveler checked out, and I had to wait for 30 minutes downstairs while they cleaned the room. At this point, I just wanted to shower and sleep, so I asked to be put in a different room. They changed me to a room with two single beds, same small window (this time facing construction). The shower did not work and they had to get the plumber to fix it, then about 4/5 hours later the power went out 3 times during the course of 1 hour. Afterwards, they offered to change my room to the first floor, with no window. Remember, I paid for a front room with a BALCONY, which I never saw. When I inquired as to why I had no balcony, they told me that all the rooms with balconies were taken. Then I asked, why would you advertise 4 rooms available with balcony when you did not have any, and they smiled and nodded. They also were not willing to refund my money so that I could go to another hotel.
Hotel Feature Tip:
They say that breakfast is included, but there was no breakfast. When you need to find an employee for assistance, they are no where to be found and you must walk up and down the stairs, or stand at the desk calling for someone to come and assist you. This is NOT the place to go if you like a helpful and knowledgeable staff. Also, there is no minibar. Maybe those features are in the rooms with a balcony, but I wouldn't know this because I never got to see the room with the balcony, which is what I booked. The only thing that worked was the wifi and cable TV. If that's all you need, then fine. This is just a place to check in and check out. NOT a place to talk to anyone, or be helped by anyone.
