Hotel OK, but green/red card for door missing like in all hotels in Vientiane so cleaning staff kicks you out of bed short past midnight and asks repeatedly if they may clean your room.

Stay away from the first floor. Simply ask the staff to get a room higher up or one that you like, they will change it for you. The rooms from the second floor and up are comfy. The beds are superb and overall like this place. Close to the Thai consulate.
