Very clean and quiet. Basic breakfast included. The staff carried my bag upstairs for me.
The front end staff didn't speak any English. No-one could give me any kind of map or information about what to do or see in the city which I found quite frusterating.
The New Lao Paris Hotel was very clean and quiet. The hotel staff were not able to help me with any information about the city and what I could do there. If you know what you want to do and have your own map I would recommend this as a great place to stay. Just don't expect any help from the front end staff.
Travel tip : If you can find the fountain, there's a great bakery cafe nearby it, called JoJo's (I think).

The room was very nice for the price
No elevator, lots of stairs. Staff, Breakfast...
This is the nicest room I have ever seen for this price. Beautiful furniture and spotless inside the room. I have stayed in much more expensive rooms that were not this nice.
However, the staff was the most unfriendly, unhelpful group of people I have ever dealt with. They wouldn't even look up from their computer games at the front desk to answer a question. Breakfast was a piece of bread and two eggs... no service otherwise, self serve water, self serve coffee, no selection, no juice... When we asked where we could get breakfast, the guy just yelled to the back wall (in Thai). "Bring Food".
Restaurant Tip : Eat Elsewhere. Be ready to climb stairs.

I stayed here for 2 nights during October 2009 and found it reasonable. It's located in the middle of town and a 5 - 10 minute walk to the riverfront restaurants and bars, a nightclub just around the corner and a couple of restaurants opposite. Staff were friendly and helpful, just as all Lao people seem to be
