Good value hotel however dining facilities lacking

Have stayed at hotel numerous times. Good value for 4 star hotel, but lacks dining facilities and a bar. Whilst there is a Thai restaurant on the top floor it is always empty and adjoining bar has never opened. Small pool on roof deck however water temparature was warmer than external temp.
