The hotel is one of the oldest in Pattaya, I later learned; from really the sixties. As indicated, almost nothing has been done to counter the decay and maintenance seems to be a non-existing world in hotel-management vocabulary.
Breakfast was included in the room price. Otherwise you had to pay 295 baht for the buffet variety, which seems a bit pricy compared to alternatives near by.
