The worst hotel I have been

I have booked in tan hai long 3 hotel. When I checking in, receptionist told me that the hotel is fully booked. They transfer me their sister hotel and mentioned that the room is same with the hotel I booked. When I reached the other hotel, they downgrade the room I booked. They said the room type I booked is not available. When I get into the room, the air conditional is not function. They just bring me a fan to me to settle. The worst part is I complain to agoda, they refund me 24 usd in total. But on agda page the rate different between this two hotel is 44 usd.
