Cheap but not clean and could be loud

The enterance to the hotel was from the side street and not easy to find.
The room are dark and not extremely clean.
The club above had a dancing night until 2300 o´clock which was very loud.
The telefon between the rooms was not working.
For that money, assuming that one doesn´t stay long at the rooms, it was ok.
The city is not so friendly to tourists from the moment you arrive to the airport.
There are no ways to buy the cheap group tickets to travel with the public transport although there is a post office in which they should have had it.
Then you have to buy a ticket for each travel regardless how long it is without an option to break the travel.
There are rarely signs which direct you to important points, needless to say in english.
Difficult to find good cheap restaurents as one would easily find in Prag for instance.
Some areas are really in ruins, with sad homeless people on the streets.
A beautiful city with a potential which is not fulfilled.
