In the center of the town, near to almost everything.
Cheap cost, may be because of the low-season.
Warm welcoming of the hotel's manager.
Nice balcony with flowers.
The room has an old appearance: old wallpaper, dirty carpet and many cockroaches
Well, for that price one should not be very regarding of the well-being. And at the time I was there (October) the manager was doing some renovations to the hotel, floor by floor. So I think next time, it would be clean and as new.
Sightseeing/Attractions Tip : One can not visit Beirut without taking a lovely walk along the Corniche. From the hotel, it will take you about 20-30mn to reach it (always down). After, and when you feel pleasantly tired, you can take a sharing-taxi for a small amount ($1.35) back to the hotel (always going up!).
Then you deserve a nice dinner that you can have at Barbar restaurant near to the hotel - bon appétit.
One last thing to mention, people in Beirut are very nice, gentle and jovial.

This hotel is located in the Hamra district and is close to most of the attractions of Beirut. The district in itself is touristfriendly. Friendly and serviceminded staff.
This hotel is not entirely easy to find.
The rooms is in need of a facelift and it's situated at a quite noisy street. The Pool was under renovation and not in use during my visit.

Restaurant Tip : Try the fastfood at nearby Barbar which is far better than custom worldwide hamburger joints.

Poor staff, bad reception area, dirty rooms, bad value
This was the worst hotel I have ever stayed in. I cannot find a single good thing to say about it except it's central location. We stayed in the hotel on the recommendation of another person we did not know. This place should be closed down even by Lebanese standards.
