as a budget traveler, i think this hotel is okay. basic room facilities are here. but some of the rooms may not located well as they don't have one window and that was where i stayed for four nights. also, lighting is not enough, the room is dark.
the location is not bad. the staff is quite nice.
and some tips for those whose planned to stay in this hotel,
- they provide hair dryer but you have to request at counter and leave a deposit of 5usd.
- they don't provide electric water heater, instead, you can fill your bottles with hot water for free in the lobby.

Location good, hotel horrible

this hotel is one of the worst i've stayed in tumon bay. I thought i was in the philippines again. I asked for a room with a view in my reservation...i got a room with a building/dumpster view. half the lightbulbs are shot in this place, the elevators are slow and scary, and the lobby is full of workers. the place needs to be on a celebrity hotel makeover show.

I can't say It's a nice hotel it's just good enough to sleep at, carpet was too dirty cant even walk barefoot,towels were worn down,Rust& molds in the bathroom and many cracks on the walls, I dont even know if comforters are clean do they even wash them? smells like from years ago..anyway, locationwise I can say its good because its near the airport, Bus stop is just walks away.If youre on a tight budget then book here but don't expect too much from this hotel you might end up crying..

basic tv, basic cable. typical basic hotel room. the beds are decent. the room is clean. it just has that "been around for awhile" look to it. but who goes down to tumon to watch tv and spend time in the room? not me!!! pacific bay is at a perfect location right in the middle of tumon bay and hands down is the cheapest. im out all night, so i just use the room to lay my head down. a.k.a. perfect for me.
Nightlife Tip:
The W, Route 66, and Mollys bar are just down the street to the left 2 blocks. Excellent bars and excellent people. Then Porkys bar is up the street and to the right from the hotel 3 blocks. Porkys is always a good time.

my stay with the hotel was generally ok. the location was great. it is within reach to most of the shopping areas and restaurants. the staffs are very helpful. acts on your needs/requests prompty. the rate is very reasonable. you really get your money's worth.

Well, that is all I can say from this hotel.
It is pretty cheap, but do not expect much.
I saw no roach, as seen in other comments, but that the place was not particularly clean.
I only stayed two nights, so do not know if they change the sheets very often.
I could not open the window of my room, and the smell (mainly due to the wet towels) was not good after a couple of days.
Shopping Tip:
You can take the red shuttle (many stops, takes more than 30 minutes, but serves for sightseeing) to Guam Premer Outlets. Some good deals at Ross.
