To be honest, although we loved Bolivia, La Paz was for us one of the most boring cities in South America.
We did not feel very comfortable from the safety point of view either. The only thing really worth seeing for us was the Museo de Etnografia y Folklore which we really enjoyed. So from our point of view it's better to focus on other parts of Bolivia (e.g. Salar de Uyuni) rather than staying in La Paz - one or two days are pretty enough.
La Paz is a good place to spend a few days. Great shopping, among the cheapest in south america for silver and alpaca wool products.
Good day trips available from the city like death road. There are also alot of outdoors activities like trekking and mountain climbing. Also a good base if you plan to go to the amazon basin. Rurrenabaque is only a 40min flight for around $80USD on amazonas air or 20hrs by bus. Tours range from 3 days to more than two weeks in the jungle or pampas.
