My family is from Balagtas, Bulacan, but since I didn't grow up in this town, there's not much leisure or business options that I'm keenly aware of.
I know that you can buy fresh seafood from the wet market (seasonal), and if you're lucky, local farmers make their own organic vinegar. Visit the old churches. Best option is to check out the local wet market stalls for meats, veggies and seafood.
Bulacan is progressing with still many vast lands for new developments. The people are one of its asset since they are peace loving.
