Pasikuda is a lovely bay with shallow calm water. There would be around a dozen hotels of 4 to 5 star rating.
The only infrastructure is two or three local restaurants and a wine store. The rest is hotel accomodation for the staff brought from the west coast and local fuishing village. Its a place to relax and enjoy the warm and water and 5 star hotel ammentities and dining.
The town is small has a few shops with the usual fare, I bought some thongs and soft drink and snacks, if you want to stock up on supplies before going to the resort this is your last chance, there's no shops near the resorts, there didn't seem to be a supermarket, but plenty of small shops selling everything, there's not much to see here, just head for the beach and chill out
Be ready to travel a long period if you are going on coach from Colombo as some roads are still developing.

Local town not much to offer for the foreign visitor. It is what it is an exclusive beach resort.
There is not such thing as a passekudah town but there are 2 small towns accosting the beach area which is called passekudah beach.
One town is mostly muslim while the other is mostly Hindu... but too small to consider. As for the beach area, it is full of broken corals and the swimming area is only where the local people ARE ALLOWED TO ACCESS THE BEACH. We hope that the locals will always be allowed to use the beach as there are insistent discussions about stopping them. IT WILL BE AN APPALLING DECISION!!!!!
The large hotels such as Uga and Centara have excellent facilities but outside the hotels there is very little to see, only a few small shops and guest houses.
Very dark on a night as there is no street lighting so you need a flashlight to see, also some of the roads are just being built so there is a lot of dust around.
Passikudah is a very lay back village. Still untouch and nothing to look for as a tourist. One may expect seafood restaurants but those have not come yet.
