Pretty good for the amount you pay for
It's a 3 star hotel and is relatively cheap, so if you go in expecting 5 star services you'll obviously be disappointed. We found our trip satisfying. The bedding is nice, our sleep was comfortable. It can get a little cold in the rooms but nothing one can't handle. The rooms are cleaned everyday, water, coffee, tea bags and small milk buckets are replaced every day which I found generous. The staff is friendly. Ironing boards are provided with in five minutes of request. The rooms are a little tiny but besides that ok. We were on the 14th floor, but did not have a very exceptional view - personally I was ok to compromise on that as we never really drew our curtains. Family friendly except sometimes at night when outsiders come in for clubbing at the hotel club. Not very disruptive though. We requested an early check in which was happily provided. Check in was super smooth. Check out took only a minute. Over all it was a lovely stay, no problems at all. One thing that bothered me though was privacy issues with house keeping coming in while you are gone - most hotel rooms have a sign that guess put out on their doors when they needed room cleaning. There's no such sign here, you can expect the house keeping to come in and fix your room if you're gone early in the morning.

Awful Service and Good Location
The don't clean your room; have immense amount of restrictions. ABSOLUTELY no guests in your room--not even legitimate friends and colleagues. How that is legal eludes me. The managers are entirely unconcerned about quality or customer service. They know this hotel is in a lower price range and they treat you that way. Multiple guests while I was there voiced frustration. With that said, it is a stone's throw to the Mall of the Emirates, there is an active bar downstairs, and it is relatively central to Jumeriah and Dubai Marina. Expect to pay 50 AED each way to Dubai Marina, JBR, and Jumeriah. If you don't drink, I recommend renting a car as the City Max has a HUGE parking lot right next to it, and you'll DEFINITELY save money by not taking taxis. In conclusion, their staff are lazy, unconcerned, and restricive. They mistake value for mediocrity.
